The Vancouver and Victoria chapters of the Institute of Public Administration (IPAC) are pleased to announce the winner of the 2022-23 IPAC Lieutenant Governor's Silver Medal Award (Excellence in Public Administration) is Dr. Carmen Zabarauckas, who most recently served as Assistant Deputy Minister of the Public Sector Employers’ Council (PSEC) Secretariat for the BC government. 

For over 25 years, Dr. Zabarauckas has been a leader in client-centred public service, ranging from front-line service in forensic psychology to research and postsecondary teaching in psychology and education, then to administration in Corrections and Administrative Justice, and currently in human and labour relations. She is recognized by academic journals, psychology associations, universities, the public service, and the Governor General of Canada for her extraordinary commitment to innovation, integrity, and public service.

To signify Dr. Zabarauckas’ accomplishments, she has been recognized with several awards over the years.

  • Fellow, Association of the Treatment of Sexual Abuses (2016)

  • Corrections Branch Citation for Meritorious Service (2015)

  • Significant Contribution Award, Canadian Psychology Association, Criminal Justice Section (2014).

  • Rocksborough-Smith Award for Public Service (2014)

  • Queen’s Diamond Jubilee Medal for commitment to public service (2013)

  • American Psychology & Law/Annual Review Student Award (2006)

  • Andy Farquharson Award for Excellence in Graduate Student Teaching (UVic) (2004)

  • VP of Research, Graduate Research Award (UVic) (2003)

  • Dean’s Scholarship (UVic) (2003)
