IPAC Victoria

IPAC Victoria Board of Directors
2022-2023

IPAC Victoria is run by volunteer board members who are passionate in Public Service Excellence. 

The board members also acknowledge the traditional and unceded territory of the Coast Salish People - Lekwungen people, known today as the Songhees and Esquimalt Nations.

Kimberly Speers, Chair

​Dr. Kimberly Speers is Assistant Teaching Professor in the School of Public Administration. She is the Master’s Project advisor for students in the MPA program. Dr. Speers also teaches regularly with the national local government program at the University of Alberta and teaches policy analysis and evaluation at the University of Fraser Valley.
She completed her PhD in Political Science at the University of Alberta and has a Master of Arts in Public Administration from Carleton University, a Master of Arts in History from Queen’s University and an Honours Bachelor of Arts in History from the University of Waterloo.

Marjorie Bandola, Treasurer

Marjorie Bandola is a Certified Management Accountant (CMA) and a Certified Public Accountant (CPA). She finished her BS Accountancy degree, Cum Laude in 2015 and then worked as an auditor and financial accounting consultant for one of the Big 4 auditing firms for 6 years. She is currently enrolled in the 2-year Diploma in Business Administration program at the University of Victoria and works as an accounting officer for a high tech start up company in Victoria.
Marjorie has been a member of IPAC since 2021 and has served as an active member of the IPAC Victoria Program Committee.

Claudine Lo

Claudine Lo is a Registries Analyst and Subject Matter Expert in the Ministry of Citizens' Services, BC Registries Division. In this role, she received a Services Excellence Award from her team in 2020. She has a degree in Business Administration and completed a Continuing Studies Diploma in University of Victoria. She has extensive experience in Program Administration, Service Delivery, Workplace Training, and HR Management, in both the Public and Private Sectors.
Claudine has been a member of IPAC since 2017 and has served as an active member of the IPAC Victoria Program Committee.

Jesse O'Neill-Bains

Jesse O'Neill-Bains is a recent graduate of Western University, receiving his Bachelor of Arts in Political Science and Certificate in Digital Communications in 2021. During his studies he worked as an office coordinator with a Victoria IT consulting company. Since then, he has been working as an Industry Intelligence Analyst with the Ministry of Citizen’s Services.
Jesse has been a member of IPAC since 2021 and has served as an active member of the IPAC Victoria Program Committee.

Hassan Arif

Dr. Hassan Arif is from Fredericton, New Brunswick and has lived in Victoria, British Columbia since 2019. He works for the Lands Branch of the BC Ministry of Forests, working on legislative and policy analysis related to reconciliation and land use. He previously worked in the same Ministry on old growth and on intergovernmental relations. 
Prior to that, Hassan Arif worked as a lawyer at the Head Office of Public Prosecution Services in Fredericton, New Brunswick, on appellate litigation and on developing educational material for prosecutors. He has also worked as a university instructor, teaching Political Sociology and Law and Society at the University of New Brunswick in Fredericton, and teaching Sociology of Law as well as Urban and Regional Economic Development at the University of Victoria. He is an adjunct assistant professor with the School of Public Administration at the University of Victoria.
Hassan's educational background includes a PhD in Sociology and a law degree from the University of New Brunswick in Fredericton, as well as an MA in Political Science from Carleton University in Ottawa.
When he's not working, Hassan Arif enjoys long-distance biking, hiking, skiing, and reading.

Richard Clarke

Dr. Richard Clarke had a 3 decade plus public service career, serving in the administrations of Saskatchewan, Ontario and the Federal Government. Richard was involved in the creation of the Institute of Citizen Centered Services and later served as an advisor to ICCS.  He also served as a consultant to the Asian Productivity Organization and taught as a sessional lecturer at what is now Toronto Metropolitan University.
Currently Richard is serving as the President of The Sid William’s Theatre Society in Courtenay; as President of Transform International Canada a not-for-profit development organization and as an advisor to the Rotary Foundation Canada Board of Directors.
